It is generally a marketing strategy and helps a lot in sales and support.

It has gripping lines and eye catching designs. Once clicked on such ad it takes us to the company's website. In such situation the more clicks a consumer does to the ad in adwords the more amounts they pay to the company who displays these ads. This helps in revenue generation for both the companies.
It may so come in our minds as a topic of debate if PPC management and adwords management is a form of science or art. To this we can give our opinions like,adwords management is more of a science.

Like science both these managements will involve looking into data, filtering them, dealing with raw data, process information, compare finding. Like any other experiment it involves lot of tests and analysis before concluding a result.
But only this cannot term these managements as science as it has some form of art too. PPC and adwords exists because of human being. Their sole purpose is to instigate the internet user to buy, download or subscribe to any newsletter. All human beings are unpredictable. So presentation and creativeness is very important to attract them and let them do what we want. Since creativity is art.
