Disasters require disaster response, not the status quo - Opinion

The OPM breach needs a radical approach to attempt to neutralize or at least contain potential future damage. Although many will say that some of what I outline below is not practical, and perhaps in some ways it may not be, I would at least investigate the possibilities of the following:
  • I would go as far as the government should facilitate NEW socials for all involved to include family members that opt-in.  Mandatory for all in the IC/LE community.  
  • NEW specialized identification ID also for all impacted by this breach. This ID would be government issued and allow for quick identification and verification of those impacted by the breach and add a "new component" not compromised by the current data loss. 
  • All major credit reporting agencies should be brought in to help and facilitate integration of such a new identification scheme and to facilitate ease of implementation and conduct pro-active measures to ensure uninterrupted credit identity processes and issues.  
  • Centralized OPM identity "clearinghouse" that would interact with all agencies when processing new, re-investigations, or any issues involved with those compromised.  Additionally each agency would be assigned a high level liaison and staff to facilitate investigation type of matters needed by each agency/organization respectively.
  • Centralized reporting mechanism and organization for tips / identification on suspected advanced coercion, bribery, identity theft, targeted phishing, and the like with the assurances of Non-attribution.  
  • State and Federal government services integration into the new identity mechanism and re-issuing of SSN's mentioned above.  This would aid in a smoother transition in already established identity data in various systems that deal with such things as Drivers License/Voter Registration/Health Care/Government Benefits/etc. 
This is way beyond the standard "identity theft" risk mgmt strategies for standard data loss and require paradigm shifting approaches........
