To Install Install Telegram Desktop 0.9.28 (stable) on Ubuntu 16.04 Xenial Xerus, Ubuntu 15.10 wily werewolf, Ubuntu 15.04 vivid Vervet, ubuntu 14.10 Utopic Unicorn, Ubuntu 14.04 Trusty Tahr (LTS), Linux Mint  17.1, Linux Mint 17.2, Linux Mint 17.3 and other Ubuntu derivative systems, open a new Terminal window and bash (get it?) in the following commands:

For Ubuntu 32 bit :

Download file tarball
wget https://tdesktop.com/linux32
Extract file tarball
sudo tar -xJvf tsetup*.tar.xz
Move to /opt
sudo mv Telegram /opt/telegram
sudo ln -sf /opt/telegram /usr/bin/telegram
Run
telegram

For Ubuntu  64 bit :

Download file tarball
wget https://tdesktop.com/linux
Extract file tarball 
sudo tar -xJvf tsetup*.tar.xz
Move to /opt
sudo mv Telegram /opt/telegram
sudo ln -sf /opt/telegram /usr/bin/telegram
Run
telegram

How to Install on Fedora 22:

To install on fedora 22, derivative systems, open a new Terminal window and bash (get it?) in the following commands:
sudo dnf install dnf-plugins-core
sudo dnf copr enable rommon/telegram
sudo dnf install telegram-desktop
