First, I would like to inform that the Associates program for Amazon.in, Amazon.com, Amazon.co.uk, Amazon.com.au, Amazon.de, Amazon.fr, Amazon.co.jp, Amazon.ca, Amazon.it, Amazon.es, Amazon.com.br and Amazon.com.mx sites are completely separate and operate independently.
Each site requires a separate Affiliate application, and you will have a different Associate ID for each. In addition, links formatted for one program will not be able to earn you commission on other sites.

NOTE : Registration for the Product Advertising API is only available to Associates that have been reviewed and received final acceptance into the Amazon.in Associates Program.
For that you need to sign up for the Amazon.in Associate program.
If you wish to participate in the Amazon.in Associates program, you have the below 2 options:
(1) If you have any family members/friends in India, you may enter their physical Address details and Payment details (Bank & Tax) within your Associates account for payments.

Providing PAN card is mandatory along with your Bank account details as per RBI, Government of India Regulations, in order to process your payments. You need to update the Bank account details of PAN card holder only.
Please enter the PAN, complete Bank Name, complete Bank Account Holder Name, Bank Account number, confirm the Bank Account number and make sure that you enter the IFSC code again before saving the changes.
Any changes made to your Payment or Contact details, the same will be effective from 1st of next respective month. Any pending payments will be processed at the end of next month.
NOTE:
-- Please do not update the details within your Associates Account from a Mobile or any Mobile devices.
-- Ensure that you provide the complete Bank account name and see that your 'Payee name' in Associate account matches exactly with the complete Bank Account name you provide.
(2) If you do not have any family members/friends in India, you could participate as a Foreign Associate.
Currently, the India Associates program does not support automated onboarding of Foreign Associates. We have a standardized process for the Foreign Associates.
We would need to collect tax documents from you and manually on board you as a vendor on our payments system.
The payment for Foreign Associates will happen manually through Internet/Wire transfer and not through the automated invoice process.
We'll request for your Bank details to transfer the payment once your earnings meet the threshold limit of $1000 (Equivalent).
So, we will need to review your website before onboarding you into the India Associates program.
