step:1) first  of  all open your vlc media and  go to Media > Open Network Stream.(see bellow picture )



step:2)  after that  a  new  window  will be  open  like  bellow  picture simply click on  the Network tab and  enter the URL of the video and click Play. if you want To save stream video , instead of Play, choose Convert  button from drop down options.
